Summary
Do you want a spleef plugin, but the others are too complicated? BasicSpleef is a simple plugin that allows you to create arenas and reset them. BasicSpleef is intended to be used to easily reset your arena after a spleef game.
Commands
BasicSpleef has four simple commands.
snow: Snow allows you to fill an area with snow without setting it as an arena.
setarena: Setarena creates a new arena and fills it with snow for spleef. It saves the information for easy resetting.
resetarena: Resetarena reads the save file for the arena with the supplied name and fills it with snow.
listarenas: Listarenas lists all the arenas in the save file.
Permissions
Permissions are automatically set up. All commands require the user to be an OP.
License
BasicSpleef is released under GPLv3 License. The source code is in the jar.

Hi! You may have either put the command in wrong or are trying to run it on the 1.7 beta build. Those are my guesses.

There is not any way to toggle it with command blocks as it is meant to be simple. I'm also unaware of how command blocks work in minecraft itself let alone through the Bukkit API.
Note: As soon as I notice a release version of 1.7.2 I will update.

Posted Oct 12, 2013Multiple levels are currently not supported because of complexities in implementing them into a save file. To somewhat facilitate multiple levels you can put a number at the end of the same name for the arena level.
