It means there was an issue loading the plugin. Check to see what the server log says.

If I plug in the server do I get an error in the console.
if you / kick or / ban attempts you get to see in chat .. the same command again
this can be fixed it? plugin is not usable

You will need to import them yourself sorry. It is better if you use another tool to dump the SQL and then reimport.
