Snapshot Visibility

Each snapshot now has its own visibility property. The possible visibilities are:
PRIVATE: only available in the world they belong to
GLOBAL: available in any world
GROUPED: available as determined by the world group that the world the snapshot is in belongs to
You can change the visibility of a snapshot via the /snapshottype command.
The admin snapshot is GLOBAL by default and cannot be changed.
The legit and temp snapshots are either GROUPED or PRIVATE by default depending on whether the world they're in is in a world group. Their visibility also cannot be changed.
