AchievementGet
AchievementGet is a plugin which allows you to get an achievement through commands! Every achievement is implemented into the current version for 1.5.2. If you want more features please let me know.
Commands and Permissions

i'm pretty sure its possible, ArkhamNetwork has done it without me having any clients.

Sadly, no. That would require a client mod such as Spout. You can't edit or create achievements, that relies on the player's Minecraft client. But that would be awesome!
