+Added permission xVote.seemsg - only players with this permission can see the vote message

+Added permission group xVote.player - has all the player commands

+Added permission group xVote.admin - has all staff-related commands

+When a player votes, a message is sent to everyone saying that the player voted [DOES NOT SAY WHAT THEY VOTED FOR]

+Bug fixes and improvements

WARNING When updating to 3.6.5, give your players xVote.seemsg permission! Otherwise they won't see the vote message!
