What is the enhancement in mind? How should it look and feel?
Please consider adding handling for messages which are in all caps.  Blocking the message would be sufficient. For a degree of customizability perhaps you could allow a value to be set in the config that would either be the percentage or number of caps letters in a chat message required to trigger the filter.
