The plugin has bass 100% re-written !

Added: /wizzall will send a wizz to everybody, but with a cooldown bigger than the normal /wizz cooldown !
Added: /wizzlang <language> will change the language !
Added: /wizzcooldownwa [time] has been added, it change the cooldown for wizzall command, and reload the plugin.
Modify: /wizzreload, will save the file before reloading, so change the language and the cooldown ingame, not in the file when the server is up !
Modify: /wizzcooldown [time], will change the cooldown and reload the plugin !
Modify: /wizz [player] will send a wizz to [player], but if you juste type "/wizz" it will send a wizz to yourself. a "autowizz" don't have any cooldown !
