What is the enhancement in mind? How should it look and feel?

We have found that the top votes list displays votes by amount, and not by player name. This means that, as of now, we have a player in positions 1 through 4, as they have voted 43 times, and the next player has voted 40 times, leaving them in position 5.
If we could maybe change this, so it shows the players with their maximum vote, and not each player as a single vote?
I have attached a screenshot to show this.
We are running Craftbukkit 1.7.2-R0.3

Additionally, if we could make the list bigger than just 5 players, this would be very helpful. Something like 10-20 would be sufficient for us.
