- Fixed permissions

Commands were checking the wrong permissions, or to be more exact was checking for vipfun.vip for all commands and would spit out and error message even if they have the proper permission (e.g vipfun.wand). Also fixed vipfun.admin, command originally checked for vipfun.setlounge (oops).
