What steps will reproduce the problem?
1. Drop items on the ground
2. Finish match
3. Join same lobby again and look in the place the items were dropped

What is the expected output? What do you see instead?
Well they should clear after the match and they don't :P

What version of the product are you using?
1.9.4b I believe.

Are you using a Spigot 1.8 patch build?
Err, I'm using the full 1.8 Spigot build.

Do you have an error log of what happened?
No I do not.

What other plugin(s) do you have on the server?
This would not have an affect. Has been tested with only WorldEdit and USG
