I'm using spigot 1.7.10, for user 1.7-1.8 to log in.

The latest build is not compatible with 1.7/1.8 patch builds. You need to fully update to 1.8 or stick with an older version of the plugin. Sorry for the inconvenience. This is probably the issue. Try making a backup of your server, and switching things around. If nothing works, try downgrading the plugin after restoring your back-up.
