MAJOR COMMAND OVERHAUL

* Incremented version by one major number to indicate a large change
* Everything is now under /troll (eg. /troll alone <player>)
* Better command searching/guessing from the standard Bukkit way
* Renamed /delaykill to /troll kill and renamed permission node
* Renamed /stoptrolls to /troll stop and renamed permission node
* Renamed /troll to /troll search (moved GUI into its own command)
* Added new command: /troll surround
* Added new command: /troll effect
* Added new command: /troll help
* Removed /slowpoke
* Removed /weakling
* Removed /slowmine
* Removed /nausea
* Removed /empty because it was a useless alias of /clear
* Removed /scare because it was a useless alias of /disguise creeper
* Removed /zombify
* Removed /hound
* Removed /golem
* Nightmare no longer causes random harmless exceptions to be thrown
