Reworked the plugin:

• To create lands/regions mark positions with wood shovel
• Can now use signs to sell lands/regions.
• Regions do have a use now besides performance:
  • Can be bought
  • Inside a region a discount event may be started
  • Regionowner can create lands in the region
• Changed how to give permissions to a land (building etc.)
  • Causes some slight problems when updating from an older version
