Removed lava bucket, flint/steel as WorldGuard takes good care of these and should be allowed by players... for the most part :)
Added a new pm to player along with alerting in global chat.
Adding permissions.yml in next update.

Changed the private messaging system to a global messaging system per many requests.
Fixed levers with an "on" state and then placing a tnt, causing it to ignite still. (Canceled priming period, globally)
Added the disabling of bedrock w/ global warning.
Setup the ability to allow lava buckets and flint and steel usage but will still globally warn!
New global chat message, pretends the player in question says, "Hey, I just tried to place XX!"
Where XX is the illegal block/item in question, while auto-cancelling the placement of said block.
