Made it so scoreboard can now be disabled. If a player prefers to use the actionbar, they can use that for their countdown timer instead.

The actionbar appears as so:

Began implementing code for holograms. Note: The commands are actually in the plugin,but are still under development. The holograms will appear and can be deleted, but they do not update their runnable state on chunkloading and unloading.

The permissions for the hologram code under development are:

time.holo - allows player to create hologram of their own timer, and delete hologram of their own timer

time.holoadmin - allows admins to create hologram of anyones timer, and delete any hologram
