What steps will reproduce the problem?
1. Get into a minecart
2. Join a Hunger Games arena via command.

This puts the player in the queue for Hunger Games but does not teleport them to the lobby. The player just stays in the minecart. Their inventory also stays the same. When enough players join for the Hunger Games match to start, the player gets teleported to the Hunger Games arena with what was in their inventory. Obviously this is game-breaking since they are able to take in any items and start with powerful items.
