expected output is
for 1. a list of banned players
for 2. the name and details of the player I intend to look up

feature requests:

[*] log the reason why the player was banned and by whom -> DONE
[*] make the reason visible to staff the moment the player is banned -> DONE
[*] make the reason visible to the player the moment he/she is banned
[*] make the ban message visible to the player when he/she tries to log in
[*] make the ban reason & staff member visible via the lookup command (/tban check <playername>)
[*] implement the option for an IP ban
[*] make the player who was banned via tban show up in /seen <playername> (if possible)
[*] fix /tban list (currently not working on our unleashed server) -> DONE
[*] tweak /tban list so that filtering is possible

example: /tban list <over>
result: lists all players that have <over> in their names
