Fourth release, added a configurable cooldown

IMPORTANT NOTICE: THIS HAS BEEN COMPLETELY FIXED FROM VERSION 3 AND UP, I AM EXTREMELY APOLOGETIC FOR ERRORS, I NEED A TEST SERVER IF ANYONE WOULD BE KIND ENOUGH, I HAVE LOCALHOST TESTED THIS VERSION, AND WOULD APPRECIATE ALL HELP

This project is using Java 7, if your server is not running on Java 7, DO NOT USE version 03 and above.

there is now a config packaged with the plugin that offers a configurable cooldown time rather than the set cooldown time in version time.

Please note that the cooldown is not made using ticks, but made using seconds, so use seconds rather than ticks in the config. A few guidelines are pre-setup in the config.
