Changes:

- added leaveevent support (tickets now get closed/reopened when a player involved with the ticket leaves)

- added a notify scheduler, which notifies the players with the permission supertickets.notify with a delay, which is configurable in the config.yml (this also is a step towards adding total message customization support)
