Added a jail gui system, you can choose how long to arrest a player for

Added safe areas, these are worldguard regions where players can not be arrested in, you can enable this in the config.

Upgrading

to upgrade please add, MoneyToGiveToPoliceOnArrest: 500 (or any number thats not a decimal), SafeArea: false (or false if you don't want to enable this feature) and:

SafeAreas:
- examplesafearea1
- examplesafearea2

to the config.yml file (You can also simply delete the file and let it regenerate).
