Changes
I have added the ability for police to be paid by arresting players, the default value is $500 per arrest (I will make that value changeable later)

Fixed including the spigot api in the jar (which made the jar file huge)
Also fixed when using the /911 command the message would be sent backwards (ex: /911 "help me" returns "me help")
Upgrading
to upgrade please add PayPoliceOnArrest: true (or false if you don't want to enable this feature)
to the config.yml file (if you simply delete the file that works too).
