What is the enhancement in mind? How should it look and feel?
I think there should a be a permission that let's the permission holder change their own rank to a certain rank without changing other ranks.
For example a mod could then switch to the default rank and then back to mod, without, say going to VIP or owner. This could be very helpful in combating mod abuse. For instance, you could deny the mod to accept teleport requests, but when he goes back to default he can accept it.

I may add something for this, if I understand correctly. If you want somebody to be able to switch there ranks between Mod and default, you could temporarily make them an op and have allow-ops set to true.
