* Changed the command from /bounty create TO /bounty place

• Whenever /bounty top was initialized and there were no bounty's it would just say nothing. Well now it will say there are no bounty's and acknowledge it.
• The BountyVision is now more powerful! Priority set to high to override any tag plugins.
• Added a config/properties file!
• Enable/Disable broadcasts on create or claim
• Added customizable messages in the config.
