Sorry I haven't read through all the documentation so apologies if any of this is already done, scrapped or in development.

There is another plugin where you have a newspaper (book).  Thought this would be a good idea for RuleBooks, so you can write newspapers which you may put announcements, thanks, news of upcoming features, notes of upcoming server down time, things like that. So rather than just giving to new players or relying on players running a command, you can set time/date when these will be given out and/or have a command to give the book to all players automatically on their next login.  So you add 3 new pvp arenas, write up the newspaper in the config file, set it to mass give as of 9th March 2013.  Maybe be able to set a date that it stops giving out, so the (at next login) expired after 2 days or a certain date etc.

This would also work well for Christmas etc, you could pre-write a Christmas card (book) saying seasons greetings etc and it automatically go to players on their next login from 25th December.

So basically, either a command to give to all players on next login with an expiry date, or ideally a timed event in config/command.

This would just be one more way to make servers run better when owner/admin etc arnt around.

Oh, and, have a group based one, so there can be a rule/guide book for set staff groups, donators etc.  This would also allow you to send updates to all your staff without relying on them visiting and searching through a forum.
