FIX: When starting the server the plugin stalls the server loading up.
MOD: Updater uses devbukkit as host now.
ADD: permissions.yml(Info on this is inside this file. In short you will not need to worry about the perm nodes for each skill unless you wish to use them.)

Upgrading from 1.4.20b

• Stop the server
• It's recommended you back-up the RPGSkills folder(especially if you modified any of the configs in the skills folder. This folder WILL be deleted)
• If the above is true inside the parentheses, DO NOT simply copy & paste. Inspect the config file to ensure all values and formatting is the same. if not, modify the values in the new config.

• may work for server version: 1.7.10
