I believe this can be done in the WorldConfigurations/[yourWorld]_configuration.yml files. Simply fill the file in this format:

Permissions:
    build: false
    pvp: false

Btw, build is a parent flag for place and destroy. If you set build to false, it automatically makes the place and destroy flags false as well.

the Previous version of Res. 2.6.6.6 has a option to disable Build/Destroy/Use in worlds there have no Res created.

No, I'm just assisting t00thpick1 with the transition from Residence 2.x to Residence 3.x. If you would like to beta test for him though, he does have a developmental build available on his Jenkins. Do note, the configurations and saves for Residence 2.x are not compatiable with Residence 3.x; which is why I am needing someone to send me the config/saves for latest Residence 2.x version.

I have taken over the migration of configuration/saves for Residence 2.x > 3.x from t00thpick1. If someone would please send me a populated Residence folder from their server's plugin directory, it would be greatly appreciated. Please send the folder via private message, thank you.

Is there any plans to upgrade?

Hello I'm OP on my server, but I can't remove other people residences, when I type /res confirm It say that I dont have permission.

This is a big problem. I tested the Residence 3.0 but it does not load the saved files from version 2.x

please update to 1.7.5

Depending on your version, I know that in recent builds of Residence 3.x, t00thpick1 has actually temporarily disabled the /res gset command. I have created a ticket on his github issue tracker citing this issue: https://github.com/t00thpick1/Residence/issues/20

Some notable differences between Residence 2 and 3 is:

• Removal of areas
  
• MAJOR change in configurations
  
• Groups are now handled by permissions (node: residence.groups.<your_group>)
  
• Highly configurable land costs
  
• A more usable API
