• basic functions

• no material consum on creation (only for beta)
• some material needed for buildings cannot produce in settlement
• no Units
• HOUSE.yml has a required superregion CITY, thats wrong, remove the superregions from Region definition
• only run on windows based servers, due to hardcoded blackslash for path
