Rewrote portions of the code, Fixed portal world support, Improved SlowFall. Changed /rc help a small bit.

Permissions have changed slightly. I noticed that some permissions were still using the old rc.(permission) , So if you have any permission nodes containing that start with rc. , Change them to random.

Keeping it on -PRE until enough people have updated to version 5.1.0, as this does not auto download.

If user spams command / sign, it can be used more than once.
May jitter in the ground, Just break block below.
Cant be used in Nether or end as of yet, Now disabled by default.
