+ Deny prisoners from breaking blocks

• Allow them breaking blocks with the perm "rj.jail.break"

+ Deny prisoners from placing blocks

• Allow them placing blocks with the perm "rj.jail.place"

The walls of the prison should be higher than 2 blocks ==> due to a bug prisoners have 1 tick to jump on a placed block before it dissapears.

• This bug cannot be fixed due to the event cancelling of bukkit
