QuickTravel v0.4

for CB 1.2.3-R0.1 (#2034)

• Bugfix: QTs are now displayed by pages when listed in-game.
• Bugfix: Renaming now works properly.
• Added '/qt list' command and relevant permissions. Allows users to view a list of ALL QTs and info, regardless of whether they have discovered them or if they are enabled etc.
• QT naming restrictions. QT names must contain letters.
