The localisation file is included in the JAR and you don't have to extract it
Squished next bugs in regional weather, switching on & off rain works great advanced stuff works great aswell.
Region-specific weather works nearly great ,but needs more testing. (as usual :) )
New command /pw sit tells you situation (weather type) in every region
New configuration node "region-type.<world name>" lets you set region type for world with name <world name>. <world name> is supposed to be replaced with name of your world of course.
Finally all the weathers are ported to work on biomes aswell!
You need to set use-biome-weather to true in your config file.

PLEASE TEST! I'll get 0.9 out, once some serious bugs will be solved.
If you define a weather and then undefine it somehow, you can get into trouble
weathers.yml sometimes isn't generated properly (has size of 0 bytes)
