Extract en.txt from the JAR file, copy it to plugins/ProperWeather/en.txt and set "translation-file" node in your config to "plugins/ProperWeather/en.txt"
3rd early-and-buggy region implementation. Implementation of regions is still not finished, but it's again more features.
The reason I'm uploading these Alpha versions of the plugin is, that they haven't got the attended features. Once I'll have region specific weather implementation 99% working(with bugs and caveats, I'll upload 0.9b, which'll contain all of features mentioned)
TESTING ONLY
If you define a weather and then undefine it somehow, you can get into trouble
weathers.yml sometimes isn't generated properly (has size of 0 bytes)
