Extract the ZIP and copy ProperWeather.jar to plugins/ and en.txt to plugins/ProperWeather

• Finally fixed bug with weathers.yml not generating properly :)
• Changed Item Rain: * Only items player can naturally get are raining
• When items start raining, thunder will appear
