Changelog

Created a much better configuration and a more descriptive configuration guide upon installation. (/FILES/INFO.txt)
Fixed errors with the /bctoggle command.
Added a new type of delay: MILLISECONDS.
Added a new delayed feature (NOT the same as the interval: / intervalType: features)
Fixed the overlayed broadcaster problem. (If you restarted the Broadcaster plug-in, it would add another broadcasting process on the same engine each time)
