Reduced file size (now only 19.0 KB)
Removed old commands such as /bcon1, /bcon2, /bcoff, etc..
Added a new advanced broadcaster toggle mode command /bctoggle [on/off/disable(d)] <broadcaster #>
Re-coded the entire file creation class, added some more information.
Re-coded the old broadcast engines (work better and can take more abuse).
Removed many errors / bugs and added some debugging messages such as a null line catcher.
You can now use multiple broadcast engines without any problems or lag (only use 1 - 12% of cpu with all 4 engines on high-speed).
There are now customizable delay types such as "SECONDS, MINUTES, and HOURS". (NOTE: must be spelled exactly as instructed).
Better / repackaged instructions for easier use and understanding.
and overall a much more better / stable Broadcaster. (Works with 1.5.*, Will be using the 1.5 jar soon)

Configuration file will reset / not save properly if the server is shut down improperly or the plug-in is not installed while the server is offline (will be fixed soon)
EDIT:
There is a problem with restarting the broadcaster and the configuration saving as written above. Also there is a problem with the /bctoggle command (There isn't a null catcher, there will be one in the update). There will be another release to fix these problems.
