What is the enhancement in mind? How should it look and feel?
There was a plugin called Stop Flood that is no longer being developed and worked fantastically right up until 1.1 but is absolutely fantastic.

If a player enters something into the chat twice. Regardless of whoever it is. It deny's the send and simply says Quiet Please.  Can you add something like this if so that would be absolutely phenomenal.
Please provide any additional information below.

I was trying to find you a link via http://plugins.bukkit.org/#ti=stop flood&ta=all&au=&subm=false&pno=0 but unfortunately bukkit.org is experiencing just as much traffic as it usually takes to bring it down all the time.  Either way please feel free to contact me via here as I'm here fairly often.

Hi I like this idea and will look into it but I am working on 2 other big projects that will take me a while to complete. I will probably put this in sometime in the future
