CapsGuard 1.0.1

• Fixed ignore and blocked words not working when ToLowerCase is enabled
• Fixed permission capsguard.bypass.caps being ignored when using the ToLowerCase feature CapsGuard 1.0
• Moved Old Config.txt to new config.yml because its easier to use and less code to handle.
• Added IgnoredAndBlockedWords.txt to manage the Ignored and Blocked words easier.
• Added the change caps to lower case feature (ToLowerCase in config (Defaults to True)) The ToLowerCase feature abides by the percentage in the config aswell in the same way that BlockCaps does.
• CapsBlock is disabled when ToLowerCase is enabled
