Redone config that was bit buggy or missed stuff on 2.0.

The head that gave 3 in 2.0 gives 2 heads in 2.1(working on fixing this and hope it will be fixed in version 2.2!)

Additional: Commands been redone/added

/pr version /pr help /pr(same as help) /pr reload

Permissions added: - pr.manage

This permission only runs for /pr reload and defaults back to OP so unless u want your players to reload em just leave it as it is.

2.1 Gives 2 heads instead of 1
