Version 0.2 of Notes

New Features / Modification:

• Adding language support
• Adding option to force language reloading with command "/Notes Reload lang"
• Correcting some messages, and adding missing
• Some Optimization
• A recurrent "Null" Error fixed (It was caused by wrong Config loading)
• French translation avaible

Tested on CraftBukkit 1.8.7-R0.1-SNAPSHOT.
