Unloads & reloads the specified plugin (in the event that the .jar has been changed since the last server startup)
Like a more in-depth version of /disable followed by /enable, except reloading the actual .jar

I will probably create a way of monitoring plugins, so you can enable a specific plugin to auto-reload when the file changed.
