Added permissions to each command. All commands allowed by default... existing servers should not need to make any changes to keep existing functionality
Tested with bPermissions and GroupManager (see Known Issues) as well as LuckPerms (works flawlessly)

PT&W no longer notifies players of time/weather re-sync when changing worlds. This was always planned to be a silent re-sync.
Known Issues
bPermissions & GroupManager: Global negation of ptw.* does not work as intended. I am unsure if this is an issue in these permissions plugins or the underlying SuperPerms in bukkit/spigot. Workaround: globally negate specific command permissions instead... then re-allow them in specific worlds as needed
