Added menu API

You may now make your own menus for use with this plugin! The only downside is that you MUST know java coding knowledge to get the menus to work, as this is meant for developers.

Also, when I made this, I sloppily threw together the plugin.yml. If you were wondering why the description for this said "Keeps track of player offenses", now you know. It was just copied and pasted from another plugin of mine. :P
