• fixed to allow signs on wooden double steps.

1.3.1.1: - Currency now formats correctly for reporting costs - Contraband list imports/exports - No cost needs to be specified for departure signs - All other tickets closed as declined - At this point, TSA is considered "complete"

1.3.1: Built against 1.3.1-R2.0 A few non-impacting code changes to clear up warnings now that I'm using Juno.

Not really tested, just built against 1.4.5. Changes were minor, so hopefully it'll "just work".
Hands must be empty (or have non-placeable bricks) in order to use departure signs.
