Hm, I was able to reproduce your problem.
However, I am already cancelling the block-place event.. seems like a "bug" with bukkit and I currently have no real idea to fix this.

Basically same with worldguard etc, only something like ncp would fix it
The only way to "fix" this currently seems to be using NCP, or by switching from the woolblock to colored dye (for example).

Correct. Actually visually dye would be prettier Imo.
