Users with the permission node "orenotifier.notify" will recieve a message if a user without the "orenotifier.ignore" permission tries to place/break an ore.
Added better message handling
If a user with the "orenotifier.notify" permission places/breaks an ore and does not have the "orenotifier.ignore" permission he/she will not recieve there own notify message, just the warning.
