Changed a bit the config logic to allow for a better default value for the hardLimit (based on the number of total blocks in the scanner region). Also fixed the logic of disabled nested scanners and multiple nested scanners, so that they can be chained together better. Now a nested scanner returning "continue" will continue with the next nested scanner, until either one of the scanner does a non-continue action or there's no more scanners, in which case the default action will be "COUNT".
