Initial upload.
TestNCP allows to send all violations handled by NCP to testers, even if not logged otherwise.
Configuration allows to specify names of testers, '*' for all players. You can also let it log to console.
The "/testncp input ..." command allows testers to confine input to certain players which is good not to get spammed.
This plugin is for use wiht NoCheatPlus.
