I've been looking around but failed to find any features for it but is there a way to make Holographic Display that is infront of a player for x amount of seconds to be more smooth when the player is moving around? 

Don't think so, I would just use default /title instead.
Something like: '$RUN_CONSOLE$/execute at $player run title $player title {"text":"Hello world"}'
