What steps will reproduce the problem?
1.  Dynmap tab work, as well as the map selection tab on the right margin, but the layer selection menu on the left of the map doesn't seem to function.  When I tap on "layers", nothing happens.

What is the expected output? What do you see instead?
Expected output would be a layer selection menu with checkboxes for which layers are visible.  For example, Warps, Homes, Regions, etc.  The result of not having the selection menu is that all layers are visible by default.  The only real problem is the Essentials Protect region layer, which overlays transparent red regions on the map.  When I try to select any other player or item within the region boundary, all I'll get is the property dialog for that region since it is the topmost layer.

What version of the product are you using?  Newest versions of both client and plugin, 1.2.7 and 1.2.4 respectively.  Server is Bukkit 1.2.4-R1.0 and android OS is 2.6.35.7-IE2 on a Samsung Stratosphere.

Do you have an error log of what happened? No.  Produces no error log.  I assume it has something to do with the capabilities of the built-in browser.
