What is the enhancement in mind? How should it look and feel?

I would be highly greatful if this plugin were to have permissions nodes.

For example, instead of a config file, each user could have the following:

mceat.hunger.decreases

mceat.hunger.damage

mceat.health.regen

mceat.potions

Then, on a per player per world basis, via permissions ex, players could use your plugin. Per player is nice, but per world is very nice.
